98% of the garbage scam spam comes from the Asia Pacific Network or RIPE out of Eastern Europe. Most of the fake virus scans originate from those two servers also. Asia Pacific & Ripe are the servers of choice. Because no restrictions are placed on the scammer/spammer's activities. Needless to say with the technology available it seems that Microsoft could come up with some sort of software that would block these sites once and for all.
